Russian bureaucrats jobs dynamics

I’m continuing my story about most outstanding participants in an international forum in Davos — Communication On Top which will take place very soon, on February 16-18.  I will represent Russia at the Political communications section on «Why in Russia and the BRIC countries the e-government could stimulate the economic development».

Philippe Borremans is the speaker of social media section of “Communication on Top” Forum. The topiс of his presentation is “ROI of Social Media for internal comms: How organizations should apply collaborative and interactive social media tools to enhance productivity and communication?

Philippe Borremans is a Chief Social Media Officer at Van Marcke Group of Companies (Belgium) and he is responsible for the company’s global internal and external SM policy, vision and mission. He maintains the group’s SM strategies & campaigns, ensuring optimal use of in-house technical and community resources and enabling networking with online influencers/bloggers, especially those in the field of the Van Marcke Group constituents on a global scale.

At the same time Philippe is a Founding Member & Board Member of the International Association of Online Communicators (IAOC), a Full Member & Leader of the workgroup «Social Media” at the European Association of Communications Directors (EACD), and a Supporting member of the Electronic Frontier Foundation (EFF). He is often invited to teach Social Media courses as a guest lecturer.

Lipetsk and Voronezh regions are now leading in the E-Government development.

“Center of Applied Economics” has formed the overall rating of the Russian Federation subjects in terms of implementing the e-government in 2010. Among the central regions the highest score gained the Lipetsk region. In All-Country championship it yield the position to Tatarstan and shared the second place with Kabardino-Balkaria. The Voronezh region takes place in the first ten best regions, the Tambov region is thirteen.

At that moment 6 regions didn’t have any e-government portals at all.  The first place took Tambov region. 10 month later all of the regions had launched their e-government portals. Orlov region was the last in December 2010/

Lipetsk region is developing the E-government since 2008. There was information about 40 government and municipal services a year ago, but now on it rises up to 800. Next step in 2011 is Universal Electronic Card implementation. It would become the personal ID (and also substitution for medical insurance, pension certificate among with other documents) and also citizen would be able to make relevant in law actions, receive and pay the banking services.

Next year the way the rating was calculated is going to be changed. The indicators of the real benefits to citizens would take the most important place in the ranking among with the traffic statistics. Even the Lipetsk and Tambov regions are now belong to the group  with an average attendance of portals of government and municipal services (only 5-20% of the region citizens visit the portals).

December 15, 2010 – January 27, 2011

“Government purchases” has become united.
Since January 2011 all information on government purchases are now accumulated at one site http://zakupki.gov.ru. This resource is now considered the only official source of information for placing orders.

New rules of residence registration are now used across the Russia.
You can now send an application for registration in electronic form over Internet. A registration certificate will be sent by mail. Although if you need to personally receive the certificate you can do it on the next day.

Krasnoyarsk official are switching over to electronic documents.
Since January 2011 all the internal information flow of the administration of Krasnoyarsk is switched over to electronic form. That’s going to shorten the waiting time for citizens to get necessary papers.

The Bryansk region citizens can now submit electronic applications for child benefits.
Citizens are now may apply to the district departments of social protection for the appointments and payments for child by e-mail.

Users of the “Government services” portal are now able to get or exchange a driver’s license.
«Rostelecom» (RTKM) has launched new service «Admission examinations and issuing driver’s licenses” on the http://gosuslugi.ru portal

The system of response to an accident on the basis of GLONASS is now completed.
The system’s architecture was designed In 2010 and on 2011 the production of the terminals is going to be started. Later all Russian cars are going to be equipped with that terminals.

Kazakhstan: 74 types of government services are granted via the “Electronic government” system.
Kazakhstan government has begun the advertising campaign rising the awareness of the citizens about the “Electronic government” system. It has led to tenfold increase of the users. 1.6 million of enquiries had been received. Every day the system is being used by up to 10000 people.

Kazakhstan:  More than 150 thousands of digital signatures has been issued.
More than 150 000 digital signatures (EDS) were issued in the country to citizens and businesses.

Azerbaijan: The number of computers sold within the “People’s computer” project has been announced:
Number of computers (HP ProBook 4510s) sold in country under the project reached 10.3 thousand units.

Turkmenistan: Turkmen president ordered the officials to become familiar with computers:
Turkmen President Gurbanguly Berdimuhamedov said that all the officials which occupy senior positions, must learn to work with their computers. Besides that he proposed courses for civil servants so that they can master the computer knowledge and retain their positions

First sitting of the court has been held as a videoconference in Russia.
The use of videoconferences to participate in court hearings allows companies to substantially save on travel expenses and lawyers. It improves access to justice for companies with litigations in arbitration courts of other regions in relatively small amounts or small documents controversy.

Gov2.0 investments: Practices

Recently the Gov2.0 startup SeeClickFix received $1.5 million investment. It’s not too much because the project generates profit by itself. But the fact of the investments in that initiatives shows us that the project becomes business and funds are investing into it’s growth.

I was told about SeeClickFix last year by Ben Berkowitz. SeeClickFix was created because the guys were fans of the UK-developed platform – FixMyStreet: you can mark the corresponding urban problem on the map (wrong traffic organization or garbage on the streets, ditches on the roads, etc.). You request then goes to the responsible for resolving the issue in the city cervice. When the problem is solved it changes its status to “Closed”.

I was wondering why the authorities should respond to these requests, what’s the general reason, and how are these services being connected by Ben and his team? The answer was very simple: we have everything in electronic form, we just type down the e-mail address of the responsible person and then it’s their issue.

“So you don’t control whether they accept the problem or not?”

Ben: “No, because it’s responsibility of municipal services. And we just helping them to gather information and to lower the negative in relation to their work”.

We have the clone of that project in Russia – streetjournal.org (interview with the author of the project). Is it effective or not? A matter of time and popularity amongst the citizens and city services.

A few days ago I had a discussion that Russian Gov2.0 projects could be only developed on the budget money and could not become a really working practices. I have a different position – I believe that we should stop the pernicious practice of developing everything on the budgets’ money and approach to everything on the business standpoint. Gov2.0 is basically the same start-ups but in the electronic government area.

Let’s continue our story about most outstanding participants in an international forum in Davos — Communication On Top which will take place very soon, on February 16-18.  I will represent Russia at the Political communications section on «Why in Russia and the BRIC countries the e-government could stimulate the economic development».

Today my companion is — Roland Binz, member of the the Forum Committee at World Forum «Communication on Top» & Crisis Communications Section Moderator.

Roland Binz is one of the leading and most experienced professionals in crisis communications from Switzerland. He is vice president of the Swiss Crisis Communication Association. Following his studies in law at the University of Berne he worked for 8 years as a court reporter and political editor for a well-known daily newspaper. He was subsequently nominated Public and Press Officer for the Swiss Army within KFOR after the Kosovo war in the year 2000. From 2001 till mid 2009 Binz garnered broad experience in crisis management, corporate communication and public affairs as the corporate spokesperson and Deputy Head of the Press Office at Swiss Federal Railways (SBB).

In June 2009 Roland Binz established his eponymous business consultancy for crisis, litigation and reputation communication (www.rolandbinz.com). Results of the year: RuNet’2010

By the end of the Runet year we’ve gathered a round table where all my excellent colleagues and pleasant people were discussing what happened in 2010.

We were talking that the runet’ audiency increased 2 times, that Russians’ve came into the worldinternet. (in the minds of foreigners there is not only yandex.ru but mail.ru have appeared). We were discussing the domain .рф (.rf) with all it’s shortcomings, I wrote about it recently. (I have the аленапопова.рф domain, though). I even argued with them whether the .рф domain will work or not. If we take into consideration that runet now growth at the expence of 47-58 years old audience – it’s really considerable as .рф. But I do not know, I do not know, we’ll see if I win a bet or not.

With the Vanya Zasursky in the summer we’ve discussed the copyright and Creative Commons License. I remember how I asked the CC representative why he leaves the Russian Federation and he answered that the project didn’t go. But on the basis of free access and licenses to users there is a Pirate Party of the Russian Federation came off.

Merry Christmass and Happy New Year!

Politics, like just about everything else, is going mobile. More than a quarter of American adults used their cellphones to learn about or participate in the 2010 U.S. midterm election, according to a survey from the Pew Research Center’s Internet & American Life Project.

The survey, which polled 2,257 adults from November 3 to November 24, found that the people who use their phones for politics are most often between the ages of 18 and 29 and more likely to own high-tech electronics and use social networking sites than other voters. The percentage of Republican and Democratic voters in this group is similar to that of the general population.

The survey counted communicating about voting, sharing and reading election news, and contributing money to campaigns as political participation. Fourteen percent of respondents said that they used their cellphones to tell others that they had voted; 6% said they used them to let others know about conditions at local voting stations; 10% sent text messages about the election; 3% used their cells to shoot and share photos or videos related to the election; 12% kept up with election news using their phones; and 4% used their mobiles to monitor results.

Only 1% used their mobile devices to either contribute money by text message or to download an app that provided updates from a candidate or group about election news, respectively.

Interestingly, 21% of those who used their cellphones to learn about or participate in the election said that they didn’t vote, although that figure is substantially less than the national average of 38%.
