State e-mail will work in Russia in 2010. With its help citizens will be able to communicate with officials to obtain government services electronically. Rostelecom will support the postal service. In addition to «Rostelecom» the leading commercial companies and scientific institutions will connect to the project.
Ilya Massuh (Communications Minister Counsellor) said that the state e-mail will launched in Russia before the end of 2010. The system of authorization of this service will be united with the portal of public services. «We do not reject the existing postal services, but want to be sure that the letter from the citizen comes to the official whom it was intended», — the Minister Counsellor noted.
In November 2009 at a meeting with President Dmitry Medvedev the head of Ministry of Communications Igor Shchegolev said: «A citizen can request to receive a personal email and it send queries to government agencies for the provision of primary information, which does not contain of a serious exchange of personal or financial data.»
This address will be sufficient ID for getting a simple public service, not requiring digital signatures. The President approved the initiative.
